South Central Release Paths
South Central is an adult regional jail and correctional facility operated by the West Virginia Division of Corrections and Rehabilitation. It serves Kanawha and Jackson Counties. A local pretrial detainee may leave after bond, dismissal, time served, or another court-directed event. Yet a departure may also be a transfer to a WVDCR prison, another regional jail, federal custody, or ICE.
The last OIS movement and its destination provide the best facility-side evidence. The latest magistrate or circuit order supplies the legal basis. Neither should be read alone. A bond order can authorize release before staff complete processing. A transfer record proves the person left South Central, but not that all custody ended.

Confirm South Central Releases

The active regional-jail tool is not a released-person archive. No result can reflect release, transfer, spelling, or delay. - Check VINE. Search the same adult through West Virginia VINE and note any reported agency or status change.
- Read both court systems when needed. Magistrate records cover bail and preliminary matters; circuit records cover felony disposition and sentencing.
- Ask for the actual movement. Contact South Central or WVDCR Records for the release or movement date, time, event, destination, authority, and transfer indicator.
- Follow the receiving agency. A state prison, federal agency, or ICE destination means the person remained in custody.
South Central Release Records
South Central can answer current physical-custody and day-of-release logistics questions. WVDCR remains the correct custodian for its OIS booking and movement records. The Kanawha County Sheriff may hold Sheriff-created arrest, incident, or transport records, but it does not operate this regional jail.

A narrow written request should identify the adult by name, aliases, date of birth or OID when known, and approximate admission date. Ask for the OIS booking packet and actual movement or release entry, including date and time, event or type, destination, authorizing order, and detainer or transfer indicator. Ask for segregable nonexempt portions after lawful redaction.
West Virginia FOIA permits a reasonably specific request for nonexempt records. Privacy, victim, medical, juvenile, investigatory, and security material may be withheld or redacted. The WVDCR central number identified for records routing is 304-558-2110, but a requester should verify current written-delivery instructions before sending personal details.
South Central Release Facility Facts
South Central opened in 1993. WVDCR identifies it as the facility serving Jackson and Kanawha Counties and as the home of the state's Forensic Evaluation Unit. The FY2025 annual report also states that it houses U.S. Marshals Service detainees. That mix is why physical location alone cannot identify the governing custody system.

South Central ICE Release Handoffs
South Central is named in an official ICE agreement covering West Virginia regional jails. A departure from the local booking path may therefore be an immigration handoff rather than return to the community. An ICE detainer asks the holding agency to provide notice and permits limited continued detention. If ICE assumes custody, its locator becomes the next source.
The ICE Online Detainee Locator System accepts either an exact A-number with country of birth or an exact name with country of birth and an optional birth date. ICE says the system includes current detainees and people released from ICE custody within the prior 60 days, subject to exclusions, delay, and security discretion.
A state roster disappearance paired with an ICE handoff does not establish community release. Check the receiving record. If ICE does not assume custody within the authorized period, the facility must release, but the actual South Central movement and current ICE record remain necessary to describe what happened.
South Central Federal Release Custody
A federal detainee can be physically housed at South Central while remaining in USMS custody. The BOP Inmate Locator applies to sentenced federal custody, not every pretrial federal detention. Someone at Centre Way under a USMS arrangement may not yet be searchable as a BOP prisoner.
For a federal pretrial case, use the Southern District of West Virginia docket, the holding facility, and USMS. After sentencing and transfer into BOP custody, the BOP locator may show a release date and location. A BOP result marked released means only that BOP custody ended. Supervised release or another agency's custody can continue.
USMS has no public historical released-prisoner locator and generally does not release mugshots. A narrowly written USMS records request is a fallback. This federal route should never be merged with the WVDCR regional-jail search merely because both can relate to the same building.
Note: The agency with legal custody, not the building address alone, determines which release record and locator apply.
South Central Release Logistics
No official source states public release-processing hours, an exact exit door, a family waiting area, parking rules, or a guaranteed period between a court order and physical exit. Call 304-558-1336 for current day-of-release details. Do not infer an exit time from the docket or from the moment an online record disappears.
WVDCR policy supplies one firm property rule: personal property left after release may be disposed of 30 days after the release date. A released adult should retain the property receipt and call promptly. The source does not promise public pickup hours, representative authorization, or mailing service.
The KRT Route 21 map names Centre Way on the Southridge route and connects the broader area with Laidley Transit Mall. It does not guarantee a jail-door stop, synchronization with release, or service at an expected exit time. Check the current route and confirm transit details before relying on it.
South Central Court Records
South Central's movement record answers what WVDCR did, while the court record answers why legal authority changed. West Virginia's Court Record Access gateway points to MCR Search for magistrate cases and WVPASS for circuit cases. Kanawha Magistrate Court handles bail, misdemeanors, and felony preliminary stages. Kanawha Circuit Court handles felony disposition and sentencing.
A bond order may authorize release but does not prove the exact exit time. A dismissal can end one case while another hold remains. A sentencing order may move a person from regional-jail custody into a state prison record. Read the docket and actual order, then compare them with the WVDCR event.
For a public copy that is not online, contact the correct clerk. The Kanawha Circuit Clerk is at 111 Court Street in Charleston and publishes 304-357-0440. The magistrate court publishes 304-357-0400. Clerk records may explain legal authority, but the WVDCR release or movement entry is still needed for the physical custody event.
South Central Parole Release Processing
A regional-jail parole grant has a distinct processing path. The West Virginia Parole Board FAQ says an adult granted parole while in a regional jail must transfer to a DCR facility for intake and fingerprints before release. It advises anticipating roughly seven to ten days. The Board decision is therefore not same-day proof of exit.
Check the South Central movement for the transfer, then locate the actual WVDCR release event. The Charleston Parole Office handles appropriate field-supervision routing after release. A maximum parole discharge date concerns the later end of supervision, not the day physical custody stopped.
If a person disappears from the regional-jail search during this process, VINE may not send a transfer notice until arrival at the receiving facility. That gap must not be called community release. The receiving WVDCR location and eventual release record supply the missing steps.
