Charleston Center Release Paths
Charleston Correctional Center and Jail is a WVDCR community-corrections, work-release, and treatment facility. It is not simply another pretrial county jail. A person there may be nearing structured return to the community, participating in work release, receiving treatment, or serving a phase of a state correctional sentence.
A departure can mean parole, mandatory post-release supervision, sentence completion, transfer to another WVDCR location, or a program change. Location loss alone does not prove final discharge. The actual WVDCR movement, facility confirmation, and the controlling time sheet or release record show whether the person entered the community or remained within corrections.

Confirm Charleston Center Release
The correct online starting point is the prison side of the WVDCR Offender Search hub. A prison result can display OID, name, location, intake date, next parole hearing, maximum parole discharge date, projected release date, and sentence-order information. No official retention promise was found for fully discharged records.
- Open the WVDCR prison search. Use the name or OID and compare identity details before reading any dates.
- Read fields separately. Location, projected release, next hearing, and maximum parole discharge describe different facts.
- Call the facility. Ask whether staff can confirm current placement or route a request for the last movement.
- Check parole when relevant. A Board grant and Parole Services record help explain conditional community release.
- Request the event record. Ask WVDCR for the actual movement, release, or discharge entry and destination.
Charleston Center Release Records
The facility is the direct route for current placement and release-routing questions. WVDCR Records is the route for its official movement, time-sheet, and discharge records. The Charleston Parole Office is a separate operation even though both offices use Hansford Street addresses.

A focused request should identify the adult and ask for the last movement, actual release or discharge date, event, destination, authority, and transfer indicator. The full offender file is not automatically public. WVDCR disclosure policy and West Virginia FOIA exemptions control what can be produced or redacted.
West Virginia FOIA requires a response to a reasonably specific request within a maximum of five days, excluding weekends and legal holidays. The agency may produce the record, set a reasonable inspection time and place, or deny in writing with reasons. That response period does not promise instant completion of a large request.
Charleston Center Release Program Facts
WVDCR says the present facility opened May 1, 2015, replacing the Charleston Work Release Center, which had operated since 1972. The published program includes coeducational work-release space and a female Residential Substance Abuse Treatment unit. These facts support a community-corrections description rather than a standard regional-jail label.
A resident's placement can include work, treatment, transition planning, and supervision. None of those program labels supplies an exact release date by itself. Read the individual WVDCR record and the legal order. A community location can remain a correctional placement even when daily activity occurs outside the building.
Charleston Center Release Date Fields
A projected release date is a conditional sentence computation. WVDCR policy calls the related concept the Minimum Discharge Date or Final Release Date when continuous incarceration and good-time assumptions hold. It can change after a corrected order, jail-credit change, discipline, restored credit, qualifying program award, new hold, or consecutive sentence.
The maximum parole discharge date concerns the end of parole supervision. It is not the date the person physically left Charleston Correctional Center and Jail. A next parole hearing field is a process date, not a grant. The Parole Board decides parole, while WVDCR performs release and field supervision.

Charleston Center Release Parole Routing
The current Charleston Parole Office listing places Region 2 field supervision at 1356 Hansford Street, Suite B, Charleston, WV 25301, with telephone 304-558-3597. It covers Kanawha and six surrounding counties. Similar street addresses do not make the field office and correctional center the same agency function.
Contact the facility about current placement or a facility movement. Contact Parole Services about appropriate field-supervision routing after parole release. Contact the Parole Board about a decision or eligibility process. Staff may restrict personal case details, and that limit should not be read as absence of supervision.
West Virginia has no public statewide name search for parolees. A prison result can offer clues, and the Escapees and Absconders tool can show an active exception. Absence from that exception list does not prove discharge. The actual discharge or expiration record remains the stronger source.
Note: A person can leave the Charleston facility yet remain on parole or mandatory supervision in the community.
Charleston Transfer Versus Release
A transfer ends this facility's placement but does not end WVDCR custody. Search the prison side of OIS for the new location and ask for the destination shown in the movement record. If the person enters South Central or another regional jail for a legal event, use the jail search for that new physical custody.
VINE can supply a status-change alert across West Virginia regional jails and correctional facilities. WVDCR warns that transfer notice may wait until arrival at the new facility for security reasons. A temporary gap between two systems can therefore be a transfer interval, not release.

Charleston Community Release Records
A true community release can still carry reporting, program, or supervision terms. The signed parole certificate, release plan, mandatory-supervision record, or court order controls. A facility employee can confirm logistics, but the governing record defines the obligations.
When a family member is trying to confirm that physical custody ended, ask for the actual release date and time rather than a projected date. Then ask whether the movement destination was community, another WVDCR site, or another agency. That narrow distinction prevents an ordinary program transfer from being mislabeled.
For records, provide the person's full name, OID or date of birth when known, facility name, and a useful date range. Ask the custodian to redact exempt parts and release the segregable public portion. The result may show a movement without disclosing private case-management or treatment details.
Charleston Center Release Good Time
West Virginia's general adult statute grants one day of good time for each eligible day physically incarcerated, including qualifying presentence jail credit awarded by the court. Good time is deducted from the maximum term. It does not accrue during parole, bond, or another nonincarcerated status, and a life sentence does not earn the general credit.
There is no universal West Virginia rule requiring every state prisoner to serve 85 percent. The general West Virginia good-time statute governs eligible credit. Credit can be forfeited through discipline, later restored, or changed by approved academic and vocational awards. Corrected orders and consecutive sentences also revise the time sheet. This is why the official WVDCR computation should control instead of arithmetic based on a docket.
For some felony categories, accumulated good time is reduced to create mandatory post-release supervision. Physical custody can therefore end before the maximum parole discharge date. Ask whether the record describes projected release, actual exit, mandatory supervision, parole, or final discharge. Each term answers a different question.
Charleston Center Release VINE Notices
West Virginia VINE covers WVDCR prisons and correctional facilities as well as the regional jails. It can support a specific-person custody check and status-change alerts by app, telephone, email, or text. Events can include parole, discharge, court-ordered release, work-release transfer, escape, and death.
A VINE event is not the legal order or the final discharge document. Transfer notice may wait until the adult arrives at the receiving facility. Data feeds and name matching can also lag. Use the alert as a prompt to confirm the movement through WVDCR and the governing order.
Charleston Correctional Center's community role makes this distinction especially useful. A transfer to work release can trigger notice while WVDCR custody continues.
