South Central Regional Jail and Correctional Facility is operated by WVDCR, not the Kanawha County Sheriff. That fact changes the request route. WVDCR is normally the custodian for its OIS booking packet and booking photo. The Sheriff may have a separate arrest, incident, or transport image only when its own work created the record.

A VINELink result may display identity or custody details depending on the current interface. It is a status-notification service, not a permanent gallery. The federal USMS generally does not release mugshots, and a federal docket or custody source is the correct route for federal context.
Kanawha Has No Photo Feed

Under West Virginia FOIA §29B-1-3, the custodian must respond within a maximum of five days, excluding weekends and legal holidays, by producing the record, setting a reasonable inspection time and place, or denying in writing with reasons. An official municipal-court reference says a current record can show the name, jail location, a photo if available, and date of birth under More Info.
That workflow is limited to active-oriented information. WVDCR publishes no post-release retention period. If an image was visible yesterday and is missing today, the change does not explain whether the adult left on bond, transferred, entered prison custody, or encountered a data delay. Record the exact spelling and search time, then check VINE, the court case, and WVDCR movement data.
For a sentenced state prisoner, use the separate prison search. Its result may show a photo with the OID, location, intake date, sentence orders, projected release date, next parole hearing, and maximum parole discharge date. Those fields give context but still do not replace the actual release event. No official source guarantees that the photo remains visible after full discharge.
Pair Kanawha Photos With Courts
Kanawha release verification often needs two court systems. Magistrate records address misdemeanors, bail, and felony preliminary proceedings. Circuit records address felony prosecution, sentencing, and magistrate appeals. A court docket can explain why custody changed, while the WVDCR movement shows what physically happened.
A dismissal or acquittal does not automatically remove every public image. It may support the statutory social-media removal process or a qualifying expungement petition, depending on the facts. When the image belongs to the wrong person, contact the office that controls the source record and give enough nonpublic verification to identify the error through its private process. Do not post extra birth dates, home addresses, or identity documents publicly. A correction should reduce exposure, not spread more sensitive data.
When the image is accurate but outdated, add the current legal and custody context rather than treating the photo as the current record. Court orders, WVDCR movement entries, and supervision discharge records are better sources for later events than the visual artifact of an earlier booking.
West Virginia Mugshot Removal Rule
West Virginia Code §62-1-6a is a targeted agency social-media rule. It is not a blanket ban on public booking photos. For a minor offense, the statute restricts certain law-enforcement agency social posting except after conviction, for a fugitive or imminent-threat need, or by court order. The definition in that section expressly excludes DCR and its subordinate organizations.
The law also creates a 14-day removal process when an agency posted a booking photo for any crime and the subject or authorized representative proves a listed favorable result, such as dismissal, no indictment, acquittal, or reversal or vacatur. The request must go to the agency that made the social post. It does not erase all official records.
No enacted West Virginia anti-pay-to-remove mugshot-site statute was found. A prior bill proposal cannot be treated as law. The practical official routes are the agency removal procedure when it fits, a qualifying expungement petition, and a correction request for a wrong identity or inaccurate record.
